      <title>Springfield Bar Association to Assist with Healthcare Directives</title>

	The Springfield Metropolitan Bar Association, along with other national, state and community organizations, are leading a massive effort to highlight the importance of advance healthcare decision-making—an effort that has culminated in the formal designation of April 16 as &lt;a href="http://www.nationalhealthcaredecisionsday.org/"&gt;National Healthcare Decisions Day&lt;/a&gt;(&lt;span class="scayt-misspell" data-scayt_word="NHDD" data-scaytid="1"&gt;NHDD&lt;/span&gt;).&lt;/p&gt;
&lt;p&gt;
	Locally, on Thursday, April 18, 2013, from 10 a.m. to 6 p.m. p.m. at the Brentwood Library, 2214 S. Brentwood, the Library Center, 4653 S. Campbell, and the Library Station, 2535 N. Kansas Expressway, members of the Springfield Metropolitan Bar Association will welcome the public throughout the day and provide free information about advance care planning and assistance in on-site completion of the new Missouri Bar durable power of attorney for healthcare and healthcare directive forms.  The new forms include provisions covering HIPAA and the right of sepulcher, and is available in English and in Spanish.&lt;/p&gt;
&lt;p&gt;
	“We hope that National Healthcare Decisions Day will cause more people in our community to have thoughtful conversations about their healthcare decision and motivate them to complete reliable advance directives to make their wishes known,” said Crista Hogan, Executive Director of the Springfield Metropolitan Bar Association.&lt;/p&gt;
&lt;p&gt;
	As a participating organization, the Springfield Metropolitan Bar Association is providing information and tools for the public to talk about their wishes with family, friends and healthcare providers, and execute written advance directives (healthcare durable power of attorney and healthcare directive) in accordance with Missouri state laws.&lt;/p&gt;
&lt;p&gt;
	Hogan said that with the completed forms, “Fewer families and healthcare providers will have to struggle with making difficult healthcare decisions in the absence of guidance from the patient, and healthcare providers and facilities will be better equipped to address advance healthcare planning issues before a crisis occurs and be better able to honor patient wishes when the time comes to do so.”&lt;/p&gt;
&lt;p&gt;
	As a public service, Springfield Metropolitan Bar Association attorneys and staff and other volunteers will be available to assist people with executing their own directives and discussing their wishes at the Library Center, Library Station and Brentwood Library from 10:00 am-6:00 pm on April 18, 2013.&lt;/p&gt;

	&lt;strong&gt;SPRINGFIELD, MO--&lt;/strong&gt;LSSM has received complaints regarding an entity listed in the phone book as "Legal Aid" with a phone number of 883.2274.  The number for this "Legal Aid" is redirected to an entity in Florida, although callers believe they are dealing with Legal Services of Southern Missouri.  The callers are charged $380 for minor guardianship pro se forms.  These documents are improper and are not accepted by local courts.&lt;/p&gt;

	Legal Services (a/k/a Legal Aid) is a free service.  If you have paid for services after contacting the 883.2274 phone number, please contact the Missouri Attorney General at 1-800-392-8222 (Outside MO:  573-751-3321).&lt;/p&gt;

	As part of the Southern Missouri Consumer Fraud Task Force community awareness campaign, &lt;span data-scayt_word="LSSM" data-scaytid="1"&gt;LSSM&lt;/span&gt; Staff Attorney Summer Masterson visits with senior citizens at the &lt;span data-scayt_word="Northview" data-scaytid="3"&gt;Northview&lt;/span&gt; Senior Center in Springfield, Missouri.  Ms Masterson heads up the Consumer Law Unit at &lt;span data-scayt_word="LSSM" data-scaytid="2"&gt;LSSM&lt;/span&gt; and is a member of the Southern Missouri Consumer Fraud Task Force.  The focus of Ms. Masterson's presentation was to educate seniors regarding deceptive practices and provided tips and information to allow them to make informed decisions.  &lt;/p&gt;</description>

	Legal Services of Southern Missouri (&lt;span class="scayt-misspell" data-scayt_word="LSSM" data-scaytid="1"&gt;LSSM&lt;/span&gt;) has created a Consumer Fraud Task Force to assist in the prevention of consumer fraud by enhancing awareness and prevention in the Springfield metropolitan area.  The Task Force will also share information and coordinate activities on consumer fraud cases. &lt;/p&gt;
&lt;p align="left"&gt;
	 “The Southern Missouri Consumer Fraud Task Force” was formed by &lt;span class="scayt-misspell" data-scayt_word="LSSM’s" data-scaytid="3"&gt;LSSM’s&lt;/span&gt; Executive Director Doug &lt;span class="scayt-misspell" data-scayt_word="Kays" data-scaytid="5"&gt;Kays&lt;/span&gt; to attack the growing problem of consumer fraud.  &lt;span class="scayt-misspell" data-scayt_word="LSSM" data-scaytid="7"&gt;LSSM&lt;/span&gt; was participating in the St. Louis Consumer Fraud Task Force; however, after seeing an increased number of consumer complaints from senior citizens and low-income families that were unique to Southern Missouri, Mr. &lt;span class="scayt-misspell" data-scayt_word="Kays" data-scaytid="9"&gt;Kays&lt;/span&gt; determined the region needed its own Task Force.  Representatives from &lt;span class="scayt-misspell" data-scayt_word="LSSM" data-scaytid="11"&gt;LSSM&lt;/span&gt;, the Better Business Bureau, Consumer Credit Counseling of Springfield, Greene County Sheriff’s Department, Greene County Prosecutor’s Office, Missouri Attorney General, U.S. Postal Inspection Service, FBI, Springfield Police Department and the Federal Trade Commission have formed an alliance to take action to fight fraud and to empower consumers allowing them to make informed marketplace decisions.  The Task Force serves as a link to various agencies to provide updated information on fraud and deceptive practices occurring in the region and shares information assisting investigations and legal actions. &lt;/p&gt;</description>

      <title>Philip S. Huffman Memorial Award Presented to Beth Moutrie</title>

	Beth &lt;span class="scayt-misspell" data-scayt_word="Moutrie" data-scaytid="1"&gt;Moutrie&lt;/span&gt; of &lt;span class="scayt-misspell" data-scayt_word="Doniphan" data-scaytid="3"&gt;Doniphan&lt;/span&gt;, Missouri was awarded the Philip S. Huffman Memorial Award by Legal Services of Southern Missouri (&lt;span class="scayt-misspell" data-scayt_word="LSSM" data-scaytid="5"&gt;LSSM&lt;/span&gt;) during its annual board meeting.  The Philip S. Huffman Memorial Award recognizes the commitment of volunteer time to &lt;span class="scayt-misspell" data-scayt_word="LSSM" data-scaytid="7"&gt;LSSM&lt;/span&gt; clients by a private attorney in its rural service area.  The award was established in memory of Philip S. Huffman who served as a board member of &lt;span class="scayt-misspell" data-scayt_word="LSSM" data-scaytid="9"&gt;LSSM&lt;/span&gt; from 1996 until his death in 2005.  Mr. Huffman was involved in the development of Legal Aid of Southwest Missouri in the mid-1970’s.  He practiced law in &lt;span class="scayt-misspell" data-scayt_word="Hartville" data-scaytid="13"&gt;Hartville&lt;/span&gt;, Missouri for over 37 years, and had a strong commitment to &lt;span class="scayt-misspell" data-scayt_word="LSSM" data-scaytid="11"&gt;LSSM&lt;/span&gt; and helping low-income persons in Southern Missouri.&lt;/p&gt;
&lt;p&gt;
	Ms. &lt;span class="scayt-misspell" data-scayt_word="Moutrie" data-scaytid="15"&gt;Moutrie&lt;/span&gt; volunteers her time to advise and represent legal aid clients who are facing a broad spectrum of legal problems.  She joined &lt;span class="scayt-misspell" data-scayt_word="LSSM’s" data-scaytid="21"&gt;LSSM’s&lt;/span&gt; volunteer lawyers panel in 1998.  Since that time she has accepted 97 cases and has invested over 581 hours helping low-income people living in rural Missouri on behalf of &lt;span class="scayt-misspell" data-scayt_word="LSSM" data-scaytid="19"&gt;LSSM&lt;/span&gt;.  Ms. &lt;span class="scayt-misspell" data-scayt_word="Moutrie" data-scaytid="17"&gt;Moutrie&lt;/span&gt; has helped 129 adults and 143 children with custody matters, divorces, guardianships, Medicaid, home ownership/landlord tenant, wills, social security, and helped victims out of domestic violence situations.&lt;/p&gt;
&lt;p&gt;
	“Ms. &lt;span class="scayt-misspell" data-scayt_word="Moutrie" data-scaytid="25"&gt;Moutrie&lt;/span&gt; is a true advocate for the poor and disadvantaged.  Her willingness to help has ensured many low-income families a chance to be heard; an opportunity they would not have had without her,” noted Executive Director Douglas B. &lt;span class="scayt-misspell" data-scayt_word="Kays" data-scaytid="27"&gt;Kays&lt;/span&gt;.  “Beth’s dedication to low-income families is an inspiration for all attorneys.  Our clients and the communities in which they live have benefited from Beth's compassion,” added &lt;span class="scayt-misspell" data-scayt_word="Kays" data-scaytid="29"&gt;Kays&lt;/span&gt;.  &lt;/p&gt;

	During its recent Annual Meeting, The Missouri Bar presented one of the 2012 Pro Bono &lt;span data-scayt_word="Publico" data-scaytid="1"&gt;Publico&lt;/span&gt; Awards to Crista Hogan, Executive Director of the Springfield Metropolitan Bar Association (&lt;span data-scayt_word="SMBA" data-scaytid="2"&gt;SMBA&lt;/span&gt;).  &lt;/p&gt;
&lt;p&gt;
	Crista Hogan was nominated by Legal Services of Southern Missouri (&lt;span data-scayt_word="LSSM" data-scaytid="4"&gt;LSSM&lt;/span&gt;) to honor her individually for the programs created in her role as executive director of the &lt;span data-scayt_word="SMBA" data-scaytid="3"&gt;SMBA&lt;/span&gt;.  Crista's passion for the needs of the community and her unique ability to innovate programs and mobilize the members of the bar as a catalyst for change, has expanded &lt;span data-scayt_word="LSSM's" data-scaytid="6"&gt;LSSM's&lt;/span&gt; services to its clients.&lt;/p&gt;
&lt;p&gt;
	In 2007 &lt;span data-scayt_word="LSSM" data-scaytid="7"&gt;LSSM&lt;/span&gt; desperately needed volunteer lawyers. Crista and &lt;span data-scayt_word="SMBA" data-scaytid="10"&gt;SMBA&lt;/span&gt; board member Brian Hamburg designed a program called Legal Services Spotlight.  The Legal Services Spotlight featured two &lt;span data-scayt_word="LSSM" data-scaytid="8"&gt;LSSM&lt;/span&gt; cases at each &lt;span data-scayt_word="SMBA" data-scaytid="11"&gt;SMBA&lt;/span&gt; monthly luncheon allowing members of &lt;span data-scayt_word="SMBA" data-scaytid="12"&gt;SMBA&lt;/span&gt; to volunteer to accept these cases.  Not only did the project dramatically increase the number of volunteers, it resulted in the direct placement and disposition of 98 cases, and enrolled 101 new attorneys in pro bono service. What began as a novel way to promote attorney volunteerism generated over 500 attorney hours and became the primary placement and lawyer recruitment tool for &lt;span data-scayt_word="LSSM" data-scaytid="9"&gt;LSSM&lt;/span&gt;.  This project ended in February 2012.&lt;/p&gt;
&lt;p&gt;
	In 2008 the public defender caseload reached crisis level and the Greene County Presiding Judge was given 30 days notice that indigent defendants might be declined public defender representation. Crista along with &lt;span data-scayt_word="SMBA" data-scaytid="19"&gt;SMBA&lt;/span&gt; leadership met with the primary stakeholders on this issue.  The result of that meeting was that Crista was tasked with the development of an emergency program to ensure that indigent defendants received constitutionally guaranteed representation.  That volunteer public defender program is credited by the Missouri Public Defender’s office with reducing the local public defender caseload from 190 percent to 120 percent, and has been recognized as the only program to respond to the statewide crisis, including recognition in the Missouri Supreme Court State of the Judiciary address on the floor of the Missouri General Assembly.&lt;/p&gt;
&lt;p&gt;
	These programs have been recognized by the Chief Justice of the Missouri Supreme Court and have won national awards, but individually, Crista’s efforts have gone virtually unnoticed.  The hundreds, and eventually thousands of people in our community who have benefited and will continue to benefit from her vision will never know her name or have the opportunity to thank her.  &lt;/p&gt;
&lt;p&gt;
	Crista has been making an investment in &lt;span data-scayt_word="LSSM" data-scaytid="21"&gt;LSSM&lt;/span&gt; and its Volunteer Lawyer’s Project for the past 10 years.  In addition to the aforementioned projects, Crista also provides &lt;span data-scayt_word="LSSM" data-scaytid="22"&gt;LSSM&lt;/span&gt; space in the &lt;span data-scayt_word="SMBA" data-scaytid="26"&gt;SMBA&lt;/span&gt; Newsletter.  This free space allows &lt;span data-scayt_word="LSSM" data-scaytid="23"&gt;LSSM&lt;/span&gt; to recruit volunteers, promote its volunteer opportunities and the overall mission of &lt;span data-scayt_word="LSSM" data-scaytid="24"&gt;LSSM&lt;/span&gt; on a monthly basis.  This opportunity enables &lt;span data-scayt_word="LSSM" data-scaytid="25"&gt;LSSM&lt;/span&gt; to keep its name and volunteer/financial needs in front of over 800 licensed attorneys in southwest Missouri.&lt;/p&gt;
&lt;p&gt;
	In addition, Crista finds time to represent &lt;span data-scayt_word="LSSM" data-scaytid="33"&gt;LSSM&lt;/span&gt; clients herself.  She leads by example, and her support and generosity has helped &lt;span data-scayt_word="LSSM" data-scaytid="34"&gt;LSSM&lt;/span&gt; expand its services to the poor. &lt;/p&gt;</description>

	On Thursday, October 11, 2012, the Legal Services of Southern Missouri building will be dedicated as the &amp;#8220;Sam F. &lt;span class="scayt-misspell" data-scayt_word="Hamra" data-scaytid="1"&gt;Hamra&lt;/span&gt; Center for Justice.&amp;#8221; The dedication ceremony will take place at 4:00 p.m. with a reception to follow from 4:30 to 6:00 p.m. at 809 North Campbell Avenue, Springfield, MO 65802.&lt;br /&gt;
	&lt;br /&gt;
	This building will be named in honor of Sam F. Hamra, who was instrumental in forming the Legal Aid Association of Greene County, now known as Legal Services of Southern Missouri (LSSM), and served as its first Chairman of the Board in 1976.&lt;br /&gt;
	&lt;br /&gt;
	Sam F. Hamra was born on January 21, 1932, in Steele, Pemiscot County, Missouri, the son of Vicki and Sam F. Hamra, Sr. He had one older brother, Jerry, and two younger sisters, Joan and Marilyn. He and his wife, June, were married on April 1, 1956, and had four children, Sam III, Karen, Michael, and Jacqueline.&lt;br /&gt;
	&lt;br /&gt;
	He graduated from the University of Missouri Business School, and afterwards served in the U.S. Army for two years. After he graduated from the University of Missouri Law School, Sam and June moved to Springfield where Sam began practicing law in 1959.&lt;br /&gt;
	&lt;br /&gt;
	He built a very successful law practice and business organization over the next 50 years, never forgetting his modest roots, nor the rights of those less fortunate.&lt;br /&gt;
	&lt;br /&gt;
	His lifetime service, helping others in need, and his concern that low income citizens&amp;#8217; legal needs would otherwise remain unmet, led to his desire and dedication for the formation of LSSM. This made a difference in the lives of thousands of people in 43 counties in Southern Missouri who could not otherwise have legal representation.&lt;br /&gt;
	&lt;br /&gt;
	Dedication speakers will be Senator Roy Blunt, Attorney General Chris Koster, University of Missouri Chancellor Brady Deaton, and Michael K. Hamra, Esq., President/CEO of Hamra Enterprises. Master of Ceremonies will be attorney Dee Wampler.&lt;br /&gt;
	&lt;br /&gt;
	Congratulatory letters will be read from former Missouri Attorney General and U.S. Senator, John Danforth and former U.S. Attorney General and U.S. Senator, John Ashcroft.&lt;br /&gt;
	&lt;br /&gt;
	In 1976, joining Sam as Officers and Board members were Jeffrey H. Harrison, Vice President; The Honorable Richard E. Dorr, Secretary; and Verne C. White, Treasurer. Other Board members were Jean Heyle, Bill Karchmer, Dennis O&amp;#8217;Dell, Earl Scheid, Pat Walker, and Ex Officio Member Meredith B. Turner.&lt;br /&gt;
	&lt;br /&gt;
	In 1977, the organization joined the National Legal Aid Association and hired its first Executive Director. That year the Board also authorized a contract with the City of Springfield Municipal Court to represent those who are unable to pay an attorney. Community Development funds were also secured to provide services to the poor.&lt;br /&gt;
	&lt;br /&gt;
	In 1978 the Greene County Bar Association and the Legal Aid Association of Greene County began sharing offices in the Woodruff Building.&lt;br /&gt;
	&lt;br /&gt;
	On September 25, 1979, the organization adopted its new name of Legal Aid of Southwest Missouri since the organization was then providing services in seven counties.&lt;br /&gt;
	&lt;br /&gt;
	In 1980, Gregg L. Hartley was named Executive Director. Mr. Hartley served as Executive Director until 1983.&lt;br /&gt;
	&lt;br /&gt;
	In 1986, Legal Aid of Southwest Missouri obtained a grant from the American Bar Association to develop a volunteer lawyer&amp;#8217;s project. Both Drury and SMSU utilized LSSM as a clinical study program for its paralegal studies. The LSC funding was $617,000.&lt;br /&gt;
	&lt;br /&gt;
	In 2001, Legal Aid of Southwest Missouri merged with Meramec Legal Services and Southeast Missouri Legal Services, Inc. and began operating under the name of Legal Services of Southern Missouri. LSSM&amp;#8217;s service area was expanded to 43 counties in Southern Missouri.&lt;br /&gt;
	&lt;br /&gt;
	LSSM&amp;#8217;s main office is located in Springfield, Missouri. Its primary function is to provide the overall management and administration of the program. There are also two branch offices in Charleston and Rolla. Each of the offices has a staff to screen applications for assistance and to provide legal services to those in need in their portion of the service area.&lt;br /&gt;
	&lt;br /&gt;
	In 2010, the LSSM Board of Directors voted to build its own building in Springfield, MO. The building was completed and LSSM moved into its beautiful new facilities located at 809 North Campbell on November 22, 2010.&lt;br /&gt;
	&lt;br /&gt;
	In 2011, LSSM celebrated its 35th year of providing quality legal services to low-income families and individuals. The organization&amp;#8217;s budget has grown to $4.1 million annually.&lt;br /&gt;
	&lt;br /&gt;
	The current Board consists of 22 members from Southern Missouri. President of the Board is William C. Morgan. Douglas B. Kays serves as Executive Director. Sharon Alexander, Springfield, is the Director of Development. The Honorable John Holstein serves as Chairman of the Justice For All Campaign Cabinet.&lt;br /&gt;
	&lt;br /&gt;
	LSSM provides free legal assistance to people living at or below poverty level. LSSM receives over 11,000 applications each year and with current resources is able to assist 2,500 clients. The service area includes the counties of: Barry, Bollinger, Butler, Cape Girardeau, Carter, Cedar, Christian, Crawford, Dade, Dallas, Dent, Douglas, Dunklin, Gasconade, Greene, Howell, Iron, Laclede, Lawrence, Madison, Maries, Mississippi, New Madrid, Oregon, Ozark, Pemiscot, Perry, Phelps, Polk, Pulaski, Reynolds, Ripley, St. Francois, St. Genevieve, Scott, Shannon, Stoddard, Stone, Taney, Texas, Wayne, Webster and Wright. 	Attorney Lisa Simms was presented the Equal Access to Justice Award during the Springfield Metropolitan Bar Association's (&lt;span class="scayt-misspell" data-scayt_word="SMBA" data-scaytid="1"&gt;SMBA&lt;/span&gt;) Law Day Celebration on May 1, 2012.  The Equal Access to Justice Award was established to recognize those individuals who have made significant contributions to the mission of Legal Services of Southern Missouri (&lt;span class="scayt-misspell" data-scayt_word="LSSM" data-scaytid="3"&gt;LSSM&lt;/span&gt;).&lt;/p&gt;
&lt;p&gt;
	Lisa Simms joined &lt;span class="scayt-misspell" data-scayt_word="LSSM's" data-scaytid="5"&gt;LSSM's&lt;/span&gt; pro bono panel in 2008.  Ms. Sims has a marvelous and generous attitude concerning legal assistance to those less fortunate.  She readily accepts cases and rarely declines any referral to her.  She and her husband, Matt, started out in private practice together.  When her husband was offered a position with a large law firm, she happily took on the Legal Services cases Matt was handling.  She contacted each client, informing them of the above and giving them the opportunity to go elsewhere if they so preferred; however, every single client chose to have her continue on with their case.  She truly exemplifies a dedication to pro bono cases and services to those who would otherwise have no access to justice.  During the past year, Lisa handled 12 cases helping 22 adults and 18 children while investing 332 hours.   &lt;/p&gt;
&lt;p&gt;
	Lisa Simms, along with the other attorneys who represent &lt;span class="scayt-misspell" data-scayt_word="LSSM" data-scaytid="11"&gt;LSSM&lt;/span&gt; clients, are really making a difference in people’s lives.  &lt;span class="scayt-misspell" data-scayt_word="LSSM" data-scaytid="7"&gt;LSSM&lt;/span&gt; is only able to serve one in five people eligible for assistance.  If not for the support of the private bar, &lt;span class="scayt-misspell" data-scayt_word="LSSM" data-scaytid="9"&gt;LSSM&lt;/span&gt; would be representing even fewer.   &lt;/p&gt;</description>

	(Springfield, MO) -- Congress dropped the budget for the corporation that supports free legal services at more than 100 spots across the country.&lt;/p&gt;
&lt;p&gt;
	Hundreds of low income residents of the Ozarks could get turned away from free legal aid if these cuts go through.&lt;/p&gt;
&lt;p&gt;
	Right now, they're only general spending recomendations, and they're bundled together with a load of other proposed cuts.&lt;/p&gt;
&lt;p&gt;
	Still, Legal Services of Southern Missouri is bracing for a possible blow.&lt;/p&gt;
&lt;p&gt;
	Elizabeth, a domestic abuse victim claims her ex-husband was emotionally, physically, and sexually abusive in her household.&lt;/p&gt;
&lt;p&gt;
	"My children, they're special and they don't deserve to be treated that way," she says. "If I had not had legal aid, I would have been stuck in that situation. If there wasn't funds for domestic violence centers, I would have nowhere to go."&lt;/p&gt;
&lt;p&gt;
	With the help of Legal Services of Southern Missouri, Elizabeth says she got a protective order, a safe home, and found an attorney to help with a divorce.&lt;/p&gt;
&lt;p&gt;
	"We get about 10,000 applications a year on an average year and we're able to help about 2,500 people," says Douglas Kays, executive direction of Legal Services of Southern Missouri.&lt;/p&gt;
&lt;p&gt;
	Attorneys there could soon be helping fewer people.&lt;/p&gt;
&lt;p&gt;
	Earlier this year, Congress okayed a 4-percent cut to the National Legal Services Corporation. Now, the House Appopriations Committee is proposing taking away another 26-percent from the group next year.&lt;/p&gt;
&lt;p&gt;
	Kays says proposed federal cuts would translate to $500,000 less for Legal Services of Southern Missouri.&lt;br /&gt;
	&lt;br /&gt;
	"We help about 2,500 people a year," says Kay. "We'd probably have to reduce that by 500 or 600."&lt;/p&gt;
&lt;p&gt;
	In a media release about the proposal, the House Appropriations Chairman Hal Rogers said, "Given this time of fiscal crisis, it is also important that Congress make tough decisions to cut programs when necessary to give priority to programs with broad national reach that have the most benefit to the American people."&lt;/p&gt;
&lt;p&gt;
	If you want to get legal aid, you have to meet certain income guidlines. The executive director says maximum income for a single person is just more than $13,000 a year.&lt;/p&gt;
&lt;p&gt;
	For a family of four, it's about $28,000.&lt;/p&gt;
&lt;p&gt;

	Springfield, MO) -- A man says his one-year-old girl was safe in his care throughout the night as troopers issued an endangered person advisory.&lt;br /&gt;
	&lt;br /&gt;
	The Missouri Highway Patrol sent out an alert saying the girl was taken by Charles Knapp after he broke into his ex-girlfriend's home, assaulted her and grabbed the baby.&lt;br /&gt;
	&lt;br /&gt;
	It happened in &lt;span data-scayt_word="Aldrich" data-scaytid="3"&gt;Aldrich&lt;/span&gt;, Missouri around 2:00 &lt;span data-scayt_word="a.m" data-scaytid="1"&gt;a.m&lt;/span&gt;. Wednesday at E. &lt;span data-scayt_word="512th" data-scaytid="4"&gt;512th&lt;/span&gt; road.&lt;br /&gt;
	&lt;br /&gt;
	Springfield police confirm the baby was located on the 1900 block of E. Monroe in Springfield.&lt;br /&gt;
	&lt;br /&gt;
	They say a man was detained but released. Hours later, the father, 26 year-old Charles Knapp, showed up at &lt;span data-scayt_word="KOLR10" data-scaytid="5"&gt;KOLR10&lt;/span&gt; with his baby girl, McKenzie.&lt;br /&gt;
	&lt;br /&gt;
	He says no one was more surprised than he when he learned he was the subject of a manhunt. &lt;br /&gt;
	&lt;br /&gt;
	Knapp claims he did not assault the child's mother and has shared custody with her.  He says he's had McKenzie since Tuesday afternoon when he picked her up. He denies a dispute with her mother.&lt;br /&gt;
	&lt;br /&gt;
	"All the accusations are false and that's why police released her into my custody," said Knapp.&lt;br /&gt;
	&lt;br /&gt;
	As of Wednesday afternoon, the Polk County Sheriff's Office said Knapp still had custody of his daughter. Although, it was still unclear who was supposed to have legal custody of the little girl.&lt;br /&gt;
	&lt;br /&gt;
	"It takes again, a thorough review of the facts in each case to determine what's going on," said Kendall Seal, an attorney with Legal Services of Southern Missouri. "I think in a lot of these cases, you have a level of domestic violence at play, a level of manipulation at play."&lt;br /&gt;
	&lt;br /&gt;
	Legal Services of Southern Missouri deals with domestic cases daily. This situation is not out of the ordinary for lawyers there.&lt;br /&gt;
	&lt;br /&gt;
	"It's important that the court system, that law enforcement and the community respond in a clear direct way," said Seal.&lt;br /&gt;

	A member of the Missouri State Highway Patrol says the Polk County Sheriff's Office originally requested an Amber Alert be issued for the child. In an era of budget cuts and larger caseloads, LSSM is willing to provide the criminal courts with a new and more effective response to domestic violence, sexual assault and stalking. 	Community Partnership, Legal Services of Southern Missouri and the ATLS Coalition hosted a reception on Friday, January 28, 2011, to recognize EITC Awareness Day and introduce the newest VITA free tax preparation site at Legal Services of Southern Missouri located at 809 North Campbell Avenue, Springfield, MO. &lt;/p&gt;
&lt;p&gt;
	The EITC is one of the largest anti-poverty programs which helps lift five million people, half of them children, out of poverty each year.  However, the IRS estimates that 20-25% of qualifying taxpayers miss out on thousands of dollars every year because they fail to claim their EITC.  So increasing awareness about this important, potentially life changing tax credit is crucial, especially for families and working people hit by hard economic times. &lt;/p&gt;
&lt;p&gt;

	Attorney General Koster today announced that the Massachusetts-based debt settlement firm Elite Financial Services, Inc., has agreed to refund all fees paid by Missouri consumers and cease operating in Missouri.&lt;/p&gt;
&lt;p style="padding-right: 0px; padding-left: 0px; padding-bottom: 0px; margin: 0px 0px 16px; padding-top: 0px"&gt;
	Koster said Elite Financial Services charged consumers a fee and promised to reduce their unsecured debt, such as credit card debt, but failed to do so in many instances.  He said the company has agreed to an injunction barring them from accepting any business from Missourians and to refund all fees paid by any Missouri consumers who submit complaints to the Missouri Attorney General’s Office within one year of today’s date. &lt;/p&gt;
&lt;p style="padding-right: 0px; padding-left: 0px; padding-bottom: 0px; margin: 0px 0px 16px; padding-top: 0px"&gt;
	The Attorney General’s Office will send notices in the coming weeks to all consumers who signed up for so-called debt relief services with Elite Financial.  The notices will inform Missouri consumers of their right to a full refund of any and all fees paid to this company.&lt;/p&gt;
&lt;p style="padding-right: 0px; padding-left: 0px; padding-bottom: 0px; margin: 0px 0px 16px; padding-top: 0px"&gt;
	Any consumers who do not receive a notice but believe they are entitled to a refund from Elite Financial Services should contact the Attorney General’s Office at 800-392-8222.&lt;/p&gt;
&lt;p style="padding-right: 0px; padding-left: 0px; padding-bottom: 0px; margin: 0px 0px 16px; padding-top: 0px"&gt;
	“The debt settlement industry has sought to profit from the fear and stress many Missourians are experiencing in these difficult economic times.” Koster said.  “These so-called debt settlement companies prey on consumers who are desperately searching for a way to decrease their debt. These companies promise to magically reduce consumer debt by 50 percent or more, but in reality, most consumers end up worse off by following their advice.  These companies will face aggressive consumer law enforcement in Missouri.”&lt;/p&gt;
&lt;p style="padding-right: 0px; padding-left: 0px; padding-bottom: 0px; margin: 0px 0px 16px; padding-top: 0px"&gt;
	Koster warned consumers to be wary of claims made by these companies and never to pay upfront fees for this so-called service.&lt;/p&gt;
